garicgymro @wellformedness @VerbingNouns Interesting. Pronominal "where" is a bit limited to me; I don't think I can say "Where gave you your passport?" entirely happily, for instance, but "Out of all the countries in the world, where is going to eliminate borders first?" is fine...

I think this is "where" standing for "what country" (in the same way that "who" stands for "what person/organisation" etc.). That works ok for me (though seems limited by register), and makes the syntax otherwise unremarkable.
